Who Can Use the Operations and Maintenance Module?
Any transportation agency or consultant responsible for transportation operations and maintenance can use INVEST.
While the INVEST OM module was developed with state DOTs specifically in mind, any transportation agency responsible for transportation operations and maintenance can use INVEST. Since transportation agencies often collaborate with other agencies and/or jurisdictions, it is suggested that the scoring party define the term "agency" as they begin scoring themselves using the OM criteria. Additionally, if an agency is not directly implementing a requirement in the OM criteria but is financially supporting a partner organization in doing so (as may frequently be the case for state DOTs), the agency should consider itself eligible to earn the points.
