Who Can Use the System Planning State Module?
Any transportation agency or consultant responsible for transportation system planning can use INVEST.
While the INVEST SP module was developed with state DOTs and MPOs specifically in mind, any transportation agency responsible for transportation system planning can use INVEST. Since transportation agencies often collaborate with other agencies and/or jurisdictions, it is suggested that the scoring party define the term "agency" as they begin scoring themselves using the SP criteria. Additionally, if an agency is not directly implementing a requirement in the SP criteria but is financially supporting a partner organization in doing so (as may frequently be the case for state DOTs), the agency should consider itself eligible to earn the points.
