Which Scorecard Should I Use?

The overall process includes gathering information about your project, reviewing criteria to see which are applicable, selecting a scorecard, and then scoring your highway project.

INVEST has seven project scorecards for evaluation of projects. The website is designed to enable selection a scorecard based on the project type and location. Five of these scorecards pre-identify criteria that are most likely to be applicable for the project type and location. The sixth scorecard is a custom scorecard option, which is a dynamic scorecard.

Selecting the scorecard for the project will help ensure that only relevant criteria are evaluated against.  The seven scorecards are briefly described below.

  • Paving - for projects that are devoted exclusively to pavement preservation or restoration projects that extend the service life of existing facilities and enhance safety, and pavement restoration projects that restore pavement structure, ride quality, and spot safety.
  • Basic Rural - for small rural reconstruction or rural bridge replacement project that does not expand capacity of the roadway.
  • Basic Urban - for small urban reconstruction or urban bridge replacement project that does not expand capacity of the roadway.
  • Extended Rural - for rural construction project of a new roadway facility or a structure where nothing of its type currently exists and major reconstruction projects that add travel lanes to an existing roadway or bridge.
  • Extended Urban - for urban construction project of a new roadway facility or a structure where nothing of its type currently exists and major reconstruction projects that add travel lanes to an existing roadway or bridge.
  • Recreational and Scenic - for projects along recreational or scenic routes, such as those led by Federal Lands.
  • Custom - for projects that do not fit any of the pre-defined scorecard options, the Custom Scorecard will allow the user to develop a unique set of criteria that is most appropriate for the project being evaluated. The Custom Scorecard starts with a set of 11 non-negotiable, core criteria that must be included as part of the score. There are no achievement levels associated with the custom scorecard.

After determining which scorecard is appropriate, the criteria on that scorecard should be evaluated to determine if they are applicable or achievable for your project including project context and agency goals described in the next section.

It is not expected that one project will meet all the sustainability criteria included on an INVEST scorecard because the context of each project is unique and applying each criterion may not fit the context of the project.
